It should be, but even after i edit it in vortex, it moves back up in the data files. Not sure if this is a VORTEX issue, or the mod itself issue. I asked on the modders page. Looks like the modder is still active on the page, so maybe they might give me a answer. I am also going to try to delete it and reinstall it too.
